Pr\u00e8s d\u2019un an apr\u00e8s son lancement, ce syst\u00e8me de p\u00e9age en flux libre rencontre d\u00e9j\u00e0 quelques probl\u00e8mes et suscite la col\u00e8re de plusieurs usagers. Explications.<\/p>\n<h2><span style=\"color: #64e61e\">Rappel du fonctionnement de l\u2019autoroute en flux libre<\/span><\/h2>\n<p>Mise en service le 4 novembre 2022, l\u2019autoroute sans p\u00e9age reliant Digoin (Sa\u00f4ne-et-Loire) \u00e0 Sazeret (Allier) propose pour la premi\u00e8re fois en France un syst\u00e8me \u00ab\u00a0en flux libre\u00a0\u00bb (sans barri\u00e8re de p\u00e9age). Pour fonctionner, l\u2019autoroute utilise des portiques avec cam\u00e9ras (install\u00e9s \u00e0 plusieurs endroits du tron\u00e7on) capables de relever la plaque d\u2019immatriculation du v\u00e9hicule, ou d\u2019identifier le badge t\u00e9l\u00e9p\u00e9age du conducteur si ce dernier en poss\u00e8de un.<\/p>\n<p>Avec ce syst\u00e8me, les automobilistes n\u2019ont donc plus besoin de s\u2019arr\u00eater aux p\u00e9ages pour payer leur trajet\u00a0: le paiement sera effectu\u00e9 en une seule fois via le mode de paiement privil\u00e9gi\u00e9 (badge de t\u00e9l\u00e9p\u00e9age, paiement en ligne, bornes sp\u00e9cifiques situ\u00e9es sur les aires de repos de l\u2019autoroute).<\/p>\n<p>Quel que soit votre itin\u00e9raire, utilisez l\u2019<a href=\"https:\/\/www.moncoyote.com\/fr\/product\/581\/App-Coyote.html\" target=\"_blank\" rel=\"noopener\">application Coyote<\/a> pour conna\u00eetre en temps r\u00e9el les zones de contr\u00f4les se trouvant sur votre route\u00a0!<\/p>\n<h2><span style=\"color: #64e61e\">A79\u00a0: quels sont les probl\u00e8mes rencontr\u00e9s par le syst\u00e8me de p\u00e9age en flux libre\u00a0?<\/span><\/h2>\n<p>Le syst\u00e8me de p\u00e9age en flux libre est utilis\u00e9 avec succ\u00e8s dans plusieurs pays europ\u00e9ens. En France, la seule autoroute qui utilise actuellement ce dispositif est d\u00e9j\u00e0 sous le feu des critiques : des centaines de milliers de dossiers impay\u00e9s se sont en effet accumul\u00e9s depuis la mise en place du premier segment d\u2019autoroute sans p\u00e9age. La cause du probl\u00e8me selon les automobilistes ? Le manque d\u2019information concernant le fonctionnement du syst\u00e8me, ainsi que la difficult\u00e9 \u00e0 r\u00e9gler les frais de passage.<\/p>\n<h3>180\u00a0000 impay\u00e9s recens\u00e9s en moins d\u2019un an<\/h3>\n<p>Les d\u00e9tracteurs de l\u2019autoroute en flux libre parlent d\u00e9j\u00e0 d\u2019un v\u00e9ritable fiasco. Il faut dire que l\u2019A79 a accumul\u00e9 plus de 180\u00a0000 impay\u00e9s depuis son lancement, sans compter 80\u00a0000 dossiers de p\u00e9nalit\u00e9 en cours, et 600\u00a0000 courriers \u00ab\u00a0p\u00e9dagogiques\u00a0\u00bb envoy\u00e9s aux conducteurs qui ne se sont pas acquitt\u00e9s de leur frais de passage. Un probl\u00e8me qui a forc\u00e9 le gestionnaire de l\u2019autoroute (Aliae, filiale d\u2019APRR) \u00e0 mettre en place une cellule de crise constitu\u00e9e de 25 personnes travaillant \u00e0 temps plein.<\/p>\n<h3>Un manque d\u2019informations mis en cause<\/h3>\n<p>Comme mentionn\u00e9 plus haut, les nombreux cas d\u2019impay\u00e9s ne seraient pas dus \u00e0 la malhonn\u00eatet\u00e9 des usagers de l\u2019autoroute (pour la plupart). La principale raison serait plut\u00f4t \u00e0 chercher du c\u00f4t\u00e9 du manque d\u2019informations mises \u00e0 la disposition des automobilistes au moment de circuler sur les tron\u00e7ons fonctionnant en flux libre. En effet, un seul panneau fournissait jusqu\u2019\u00e0 pr\u00e9sent les indications \u00e0 conna\u00eetre pour payer, et pr\u00e9venait qu\u2019une autoroute en flux libre n\u2019est PAS un syst\u00e8me gratuit.<\/p>\n<p>Comme le souligne Guillaume H\u00e9rent, directeur g\u00e9n\u00e9ral d\u2019Autoroutes Paris-Rhin-Rh\u00f4ne (APRR), les probl\u00e8mes d\u2019impay\u00e9s ne concernent d\u2019ailleurs pas les usagers qui utilisent un badge de t\u00e9l\u00e9p\u00e9age (puisque le paiement se fait automatiquement). Pour ceux, en revanche, qui ne poss\u00e8dent pas le badge, le paiement (en ligne ou aux bornes situ\u00e9es sur les aires d\u2019autoroute) a sembl\u00e9 plus complexe \u00e0 comprendre. R\u00e9sultat\u00a0: ils se sont vu infliger une amende de 90 euros apr\u00e8s quelques jours. L\u2019association 40 millions d\u2019automobilistes a notamment enregistr\u00e9 des centaines de t\u00e9moignages faisant \u00e9tat du manque d\u2019informations et de connaissances quant au fonctionnement du syst\u00e8me.<\/p>\n<h3>Des dysfonctionnements \u00e0 relativiser selon l\u2019APRR<\/h3>\n<p>Si le directeur g\u00e9n\u00e9ral d\u2019Autoroutes Paris-Rhin-Rh\u00f4ne (APRR) a affirm\u00e9 au <em>Parisien<\/em> que le gestionnaire n\u2019\u00e9tait pas \u00ab\u00a0rest\u00e9 sourd aux critiques\u00a0\u00bb, il pr\u00e9f\u00e8re toutefois relativiser la situation actuelle, rappelant que sur 8 millions de trajets enregistr\u00e9s en un an sur l\u2019A79, \u00ab\u00a0les litiges ne concernent que 5 % des utilisateurs\u00a0\u00bb. D\u00e8s 2024, les usagers de la premi\u00e8re autoroute en flux libre pourront d\u2019ailleurs b\u00e9n\u00e9ficier d\u2019un moyen de paiement suppl\u00e9mentaire (r\u00e8glement du trajet aupr\u00e8s des commer\u00e7ants locaux partenaires)\u00a0; par ailleurs, la \u00ab\u00a0signal\u00e9tique aurait \u00e9t\u00e9 renforc\u00e9e\u00a0\u00bb, toujours selon Guillaume H\u00e9rent.<\/p>\n<p>Quoi qu\u2019il en soit, la g\u00e9n\u00e9ralisation du syst\u00e8me d\u2019autoroute sans p\u00e9ages en France n\u2019a pas \u00e9t\u00e9 remise en question.
